What happened

Jarvis Hayes, 31, was shot by Myrtle Beach, South Carolina officers outside the Mystic Sea Hotel on Ocean Boulevard on September 3, 2017, and died from his wounds on September 8. Police said Hayes used a vehicle to strike an officer amid an encounter at the hotel, after which Patrolman Drew Fox and Private First Class Justin Leiberth fired at him. The South Carolina Law Enforcement Division conducted an independent shooting investigation. In January 2018, Fifteenth Circuit Solicitor Jimmy Richardson advised investigators that the evidence did not show chargeable criminal wrongdoing by either officer; SLED publicly reported that outcome in March. The prosecutors' decision concerned criminal charges arising from the shooting, not whether the incident was preventable or every officer action complied with departmental policy. The distinction between the September 3 shooting date and September 8 death date matters in this case's chronology.
