What happened

Antwon M. Springer, 37, was shot and killed by Milwaukee police on September 3, 2017, near North 39th Street and West Congress Street after officers responded to a large neighborhood fight. Police and witnesses agreed that Springer discharged a firearm while officers were nearby. His relatives said he was legally blind and had fired into the air to break up the fighting, rather than toward police, and questioned whether he could see that uniformed officers had arrived. Two Milwaukee officers fired at him, killing him. The Milwaukee Area Investigative Team, led by Wauwatosa police, examined the shooting and later released investigative material including reports, a district attorney's findings letter and body-camera video. The shooting's central issue was whether Springer's gunfire presented an immediate threat to officers and others, a question on which the early family and police interpretations differed. The independent investigation and evidentiary recordings should be distinguished from the relatives' statements about his intent.
