What happened

Quanice Derrick Hayes, 17, was fatally shot by Portland police Officer Andrew Hearst on February 9, 2017, after officers responded to a reported armed robbery near Northeast 82nd Avenue. Police said a victim had been threatened with a gun and robbed, and officers later located Hayes near an apartment complex on Northeast Hancock Street. Hearst fired three shots. In grand-jury testimony released publicly, Hearst acknowledged he had not seen a gun in Hayes's hands when he fired but said he believed Hayes was reaching for one. A replica firearm linked to Hayes was recovered during the investigation, although the reported presence of that item does not establish that he held it when shot. Grand jurors heard witnesses, officers and investigators and on March 21 determined that the use of force was justified under Oregon law.
