What happened

Armond Jairon Chauncey Brown, 25, was killed by Kenner, Louisiana police SWAT Officer Michael Romano on January 23, 2017, during a mental-health crisis at Brown's Webster Street home. Brown's half-brother Joshua had called police after Brown displayed a knife; relatives reported that Brown had schizophrenia and bipolar disorder and had stopped taking medication. Officers attempted to negotiate with him during a standoff, then deployed tear-gas projectiles. Brown came out of the house and was shot in the front yard. His family filed a federal civil-rights suit alleging that he emerged unarmed and that the use of deadly force was unnecessary; officers asserted they faced an immediate threat. In a 2018 summary-judgment ruling, the federal district court assessed deposition testimony and other evidence and held that Romano's use of force was not clearly unreasonable, granting qualified immunity and judgment for the defense. The lawsuit's initial claims and the later judicial ruling are different stages of the case; the latter is not evidence that Brown was convicted of any offense.
