What happened

Herbert Johnson was shot and killed by Chicago police Officer Angel Collazo shortly after midnight on January 15, 2017, near West Madison Street and Homan Avenue. A Cook County prosecutor's review said Johnson had argued with people inside Roseland Food and Liquor, then fired a pistol outside, wounding three people. Collazo and another officer heard shots, responded, and saw Johnson running from the area. According to the prosecutor's reconstruction, Collazo pursued him into a vacant lot, where Johnson turned and pointed a firearm at the officer; Collazo fired four shots. The autopsy documented multiple gunshot wounds, including an entry wound in the back. Investigators examined witness statements, dispatch traffic, video, firearms evidence and medical records. COPA submitted its final investigation in December 2019. The Cook County State's Attorney declined charges against Collazo, and a separate appellate-prosecutor review agreed. These conclusions are the agencies' assessments of criminal liability, not a jury finding on every factual question.
