What happened
Ruben Randolph was fatally shot by Pomona police officers Richard Aguiar, Michael Osmundson and Theophilus Joseph on January 4, 2017, following reports of gunfire at an apartment complex on North San Antonio Avenue. In its investigative memorandum, the Los Angeles County District Attorney's Office stated that Randolph shot his cousin and the apartment manager inside a home where several young children were present. The manager survived and told police that Randolph was responsible. Responding officers described being fired upon when they located Randolph near the apartments; Aguiar and Osmundson exchanged shots with him, and Joseph also fired during the encounter. Investigators interviewed witnesses and reviewed ballistic and medical evidence. The memorandum recorded statements from relatives about Randolph's significant mental-health difficulties and a recent deterioration in his condition. On January 22, 2018, prosecutors concluded that the three officers acted in lawful self-defense and defense of another. This was a charging determination based on the evidence assembled by investigators, not an adjudication of Randolph's alleged crimes.
