What happened

Norman Gary, 29, was killed by Elkhart police officers on December 4, 2016, after officers responded to gunfire near a house party on Decamp Avenue in Indiana. Indiana State Police said officers Sergeant Nathan Lanzen, Corporal Leonard Dolshenko and another officer had been investigating a nearby burglary when they heard shots and approached. Gary died and three other people were injured, including Jazzlyn Craze, who was riding in a vehicle with him. Investigators collected witness accounts from a large gathering, and a grand jury subsequently declined criminal charges against the two officers involved in the shooting. Gary's family questioned the force used and pursued civil litigation. One officer's body camera was reportedly not functioning, limiting video evidence.
