What happened

Cleotha Mitchell, 37, was fatally shot by Chicago Officer Ricky Page outside the Skybox Bar in Homan Square early on November 25, 2016. Investigative video showed Mitchell firing a handgun at two people outside the bar, killing Jeffrey Banks, 35, and wounding Jerry Buckner. Officers drove into the intersection while the attack was underway and fired at Mitchell after witnessing the shooting. The Cook County State's Attorney reviewed surveillance footage, witnesses, medical evidence and police reports and concluded there was insufficient evidence to support criminal charges against Page. The official case memorandum describes the preceding homicide and injury as central circumstances. A decision not to prosecute the officer is different from a trial finding, and neither the civilian victims nor the gunfire preceding the police response should be omitted.
