What happened
Kajuan Raye, 19, was shot and killed by Chicago police Sergeant John Poulos during a foot pursuit in West Englewood on November 23, 2016. Poulos said Raye pointed a handgun at him twice; investigators found no gun immediately after the shooting, and the medical examiner documented a fatal bullet wound to the back. A gun recovered in the area months later became part of a subsequent investigation. Chicago's civilian police-accountability office and Cook County prosecutors concluded criminal charges were not supported, but Raye's mother and family lawyers challenged the later gun evidence and the account of an immediate threat. Chicago later approved a civil settlement involving the shooting. The evidence dispute must be distinguished from the no-charge decision.
