What happened

Markell Lamarr Bivins, 25, was shot and killed by Cedar Rapids officers Ashleigh Steil and Jeremiah White at Valley High Apartments in Iowa on September 12, 2016. Police had responded to a domestic disturbance involving a woman who was subsequently treated for multiple stab wounds. Iowa investigators said they believed Bivins had stabbed her before the officers arrived. Both officers discharged firearms, and Bivins died after being taken to the hospital. The Iowa Division of Criminal Investigation handled the shooting inquiry and identified the officers, but the first public release did not specify exactly what caused officers to open fire. Any final legal finding needs to be distinguished from the department's initial allegations.
