What happened
Moses Ruben, 36, of Dallas was killed by Ennis, Texas police after a traffic stop on September 5, 2016. Officers said they stopped his 2003 Honda Civic for traveling 59 miles per hour in a 35-mph zone on North Kaufman Street, then learned that his driver's license was invalid and that warrants were outstanding in two other cities. When police sought to arrest him, Ruben refused to exit his vehicle, according to the department. Officers said he drove into two patrol cars in a church parking lot, narrowly missing officers, and then accelerated toward them again. Two officers fired a combined three rounds; Ruben was pronounced dead at the scene. Local reporting also recorded a witness who heard the exchange and observed the vehicle hitting police cars. The involved officers went on administrative leave, and the Texas Rangers assumed the investigation at the department's request. The allegations that Ruben deliberately drove at officers came from police accounts; contemporary coverage did not provide a final review outcome.
