What happened
Paul O'Neal, 18, was fatally shot by Chicago police on July 28, 2016, after officers pursued a Jaguar reported stolen. Police fired toward the moving car before it crashed. O'Neal then ran, and an officer shot him during a foot pursuit. Released body-camera footage showed portions of the chaotic chase and officers' comments, but the body camera of the officer who fired the fatal shot failed to record that moment. The incident raised questions about the department's moving-vehicle firearm policy and use of force against a fleeing teenager. Cook County prosecutors reviewed video, witness interviews and forensic evidence and declined criminal charges in January 2018.
