What happened
Joseph Mann, 50, was shot and killed by Sacramento police Officers Randy Lozoya and John Tennis on July 11, 2016, on Del Paso Boulevard. Calls to 911 described a man behaving erratically with a knife; a reported gun was not recovered. Earlier arriving officers had followed Mann at a distance while trying to communicate. Later officers' patrol-car audio captured discussion of driving into him, and video showed them shooting as he moved along a sidewalk. Eighteen rounds were fired, striking Mann 14 times. His family sued and criticized officers' escalation of a psychiatric crisis. Sacramento County prosecutors concluded the shooting was legally justified in January 2017, a criminal charging decision separate from questions about tactics and department policy.
