What happened

Deravis Caine Rogers, 22, was unarmed when Atlanta Officer James Burns shot and killed him on June 22, 2016, after a chase in the Monroe Place Apartments parking complex. An off-duty officer suspected Rogers of trying to break into vehicles and pursued him. Rogers entered a car that the off-duty officer believed belonged to an associate, where responding Burns fired a single shot into Rogers's head. Georgia Bureau of Investigation investigators reported recovering a handgun magazine but no firearm, and no evidence Rogers used a weapon. Burns was subsequently charged with felony murder, aggravated assault and violation of his oath; later criminal proceedings examined his account of perceiving the vehicle as a threat. The allegation of a break-in was not an adjudicated conviction of Rogers.
