What happened
Antwun Shumpert Sr., 37, was killed by Tupelo police Officer Tyler Cook on June 18, 2016, after fleeing a traffic stop for a signal and tag-light violation. Officers pursued him to a crawl space under a house, where Cook deployed his police dog. The dog bit Shumpert; investigators said he struggled with the dog and Cook, and Cook fired four rounds. Shumpert died from gunshot wounds. His family questioned the police pursuit and use of the dog, and civil litigation followed. The Justice Department examined testimony, forensic evidence and the full encounter, announcing in May 2017 that it could not prove a willful federal civil-rights violation beyond a reasonable doubt. A Fifth Circuit ruling later addressed related litigation. The no-charge finding and family's contested account should both be preserved.
