What happened
Michael Moore, 19, was unarmed when Mobile police Officer Harold Hurst shot and killed him during a traffic stop on June 13, 2016, in Alabama. Hurst said the vehicle had been driven dangerously and was reported stolen. When Moore exited the car, officers alleged he reached toward his waistband and Hurst believed he was drawing a firearm; no gun was found on Moore. Moore's family disputed the officer's account and called for accountability. Mobile police issued a detailed incident chronology, and the FBI and Justice Department separately investigated. In September 2017 federal prosecutors announced they would not pursue civil-rights charges because they could not prove willful excessive force beyond a reasonable doubt. That threshold and decision do not establish that Moore carried a weapon.
