What happened

Ashtian Barnes, 24, was fatally shot by Harris County Precinct 5 constable Roberto Felix Jr. on April 28, 2016, during a stop for outstanding toll violations on a Houston highway. Felix ordered Barnes out of his car and stepped onto its door sill as it began moving, firing twice and killing him. Barnes's mother Janice Hughes sued, arguing that the officer unnecessarily escalated the situation. After lower courts assessed only the instant when Felix feared for his safety, the U.S. Supreme Court unanimously ruled in May 2025 in Barnes v. Felix that excessive-force analysis must consider the totality of relevant circumstances, including events leading to the shooting. The Court did not itself decide whether Felix violated the Constitution; it returned the case for further proceedings. This later ruling is central to the case's significance.
