What happened

Dazion Jerome Flenaugh, 40, was shot and killed by three Sacramento police officers near Center Parkway and Lerner Way on April 8, 2016. Officers had been dispatched after a caller reported a man looking into yards and windows. Flenaugh fled on foot when approached, and the police response grew into a search involving multiple officers. Officers Jeffrey Carr, Dustin Southward and Eric Toomey ultimately fired. The Sacramento County District Attorney's Office reviewed dispatch calls, body-camera and patrol-car video, witness interviews, forensic work and the coroner's report, concluding in January 2017 that the shooting was legally justified. That criminal assessment expressly did not decide civil liability, tactics or compliance with department policies; those questions remain separate from the charging outcome.
