What happened
Travis Stevenson, 48, was killed by East Baton Rouge sheriff's deputies on February 23, 2016, after his girlfriend reported domestic assault and pepper-spray attacks and officers learned he had threatened suicide. Deputies located Stevenson in a parked Cadillac near Terrace Avenue. Police said he refused to exit, rammed patrol vehicles and moved the car toward officers, who fired repeatedly. Six deputies were involved. District Attorney Hillar Moore concluded in September 2016 that deadly force was legally justified. Stevenson’s relatives brought federal claims challenging police tactics and their response to a suicidal person, but the Fifth Circuit upheld qualified immunity for the deputies in 2021. The civil ruling and the district attorney’s criminal analysis applied different standards.
