What happened
Calin Devonte Roquemore, 23 or 24, was unarmed when Texas Department of Public Safety Trooper Daniel McBride shot him after a traffic pursuit in Beckville, Texas, on February 13, 2016. McBride tried to stop Roquemore for a traffic violation on Texas 149; he drove away, then fled on foot through a residential area. The Texas Rangers said Roquemore fell, appeared to get up and did not show his hands as commanded. McBride reported believing Roquemore was reaching for a gun, but investigators recovered no weapon. A Panola County grand jury declined to indict McBride in August 2016, and a department review also cleared him. Subsequent reporting questioned the adequacy of federal civil-rights scrutiny of the shooting and emphasized the absence of a weapon.
