What happened
Raymone M. Davis, 21, was killed by off-duty Pittsburgh police Officer Lisa Luncinski at a First Niagara Bank on Mount Washington on December 4, 2015. Police said Davis entered with a loaded firearm, announced a robbery and ordered people to the floor. Luncinski, working a secondary security detail, identified herself as an officer and fired one shot when Davis allegedly pointed his gun toward her. Davis was taken into custody, received treatment and died later at UPMC Mercy Hospital. Pittsburgh homicide investigators and the FBI examined the incident. Allegheny County District Attorney Stephen Zappala later concluded that the officer's actions were justified and declined charges. The bank robbery allegation and perceived immediate threat are attributed to investigators; the prosecutor's charging determination is a documented outcome.
