What happened

Richard Perkins, 39, was shot and killed by Oakland police on November 15, 2015, outside a gathering at a downtown club. Officers said Perkins approached them carrying what appeared to be a firearm while they were towing vehicles from a nearby sideshow. Investigators later determined that the object was a replica gun. His relatives questioned whether officers had provided meaningful warning or could have de-escalated before opening fire. The circumstances and disputed perception of the object are essential because a replica weapon was involved rather than an ordinary loaded firearm. The public reporting reviewed does not establish a later criminal conviction of an officer or a full adjudication of the family's objections.
