What happened
Jamar Clark, 24, was shot in the head by Minneapolis police on November 15, 2015, during an arrest attempt after officers responded to an assault complaint. Some witnesses said Clark was handcuffed when shot; police and investigators disputed that account. Clark died a day later, and his death prompted sustained protests outside a police precinct. Hennepin County Attorney Mike Freeman declined to charge the two officers in March 2016, concluding they had a reasonable fear of being shot during a struggle over an officer's gun. Federal civil-rights prosecutors also closed their investigation without charges. Neither decision erased the conflict among witness accounts or the broader concerns over force and accountability raised by protesters.
