What happened

Marquesha McMillan, 21, was fatally shot by Washington, D.C., police on October 26, 2015, after an attempted robbery of a liquor store on Alaska Avenue Northwest. Federal prosecutors reviewed witness accounts, video, physical evidence and radio communications. Their investigation concluded that McMillan fired a handgun at responding officers from the rear parking lot, moved behind a dumpster and reloaded during a prolonged exchange. Five officers fired on her. Relatives questioned the official account and described a young woman who had attended college and worked. In October 2016, the U.S. Attorney's Office declined criminal and civil-rights charges against the officers, finding insufficient evidence to prove an offense beyond a reasonable doubt.
