What happened

Jeremy McDole, 28, a paraplegic man who used a wheelchair, was fatally shot by four Wilmington, Delaware, police officers on September 23, 2015, after a 911 call reported a man with a handgun who may have shot himself. A video of the encounter fueled concern that officers escalated the confrontation rather than providing medical help. State investigators found serious deficiencies in department use-of-force training and responses to people with disabilities and mental-health needs. The Delaware and federal criminal reviews did not produce charges; federal prosecutors said the evidence was insufficient to prove willful excessive force. McDole's family and Wilmington reached a $1.5 million civil settlement in 2016, without admission of wrongdoing.
