What happened
India Kager, 28, was killed by Virginia Beach police while sitting inside her vehicle on September 5, 2015, with Angelo Perry and their four-month-old baby. Police said they were conducting surveillance of Perry and that he fired first. Officers discharged roughly 30 rounds into the car over an encounter lasting less than 15 seconds. Kager was not accused of firing a weapon; the child survived. Her family challenged the operation and the officers' decision to fire into an occupied vehicle with an infant inside. The case later produced civil litigation and a jury determination concerning gross negligence by officers, distinct from any criminal conviction. Kager's death illustrates the danger to uninvolved occupants during police tactical operations.
