What happened

Angelo Delano Perry, 35, was shot and killed by Virginia Beach police on September 5, 2015, while sitting in a car with India Kager and their infant son. Officers in a special operations unit approached the vehicle during surveillance of Perry, who police said was a person of interest in a homicide. Authorities said Perry fired at officers; four officers responded with approximately 30 shots, killing both adults. The infant in the back seat survived unharmed. The encounter lasted only seconds. Police's allegations concerning Perry and his gunfire must be distinguished from Kager's status as another occupant and the separate questions about tactical planning, crossfire and proportionality raised in subsequent litigation.
