What happened
Felix Kumi, 61, an uninvolved bystander, was fatally shot by an undercover NYPD officer in Mount Vernon, New York, on August 28, 2015. Police were conducting an undercover firearms purchase when a man allegedly threatened the officer with what later appeared to be a replica gun. The officer fired at that man; a bullet also struck Kumi, who had no part in the police operation. Kumi died early the following morning. Police Commissioner William Bratton acknowledged that Kumi was blameless. This case is distinct from an armed suspect shot during an arrest: a civilian uninvolved in the encounter was killed by police gunfire, making the safety of bystanders and undercover operations central concerns.
