What happened
Victor Emanuel Larosa, 23, was fatally shot by Jacksonville Sheriff's Office Detective Mike Boree on July 2, 2015, after a police operation connected to an undercover drug investigation. Authorities said Larosa drove into an officer and struck a patrol vehicle while trying to flee. He subsequently left the vehicle and ran through residential yards, with Boree in pursuit. Officers said Larosa stumbled, stood and turned toward Boree while reaching for his waistband; Boree fired eight rounds and killed him. Larosa was unarmed when shot. A congressional hearing submission about police use of force included his death among documented shootings of unarmed Black men. The police account of what the officer perceived as a threat must remain attributed, while the absence of a recovered weapon is a separately significant fact.
