What happened

Kevin Lamont Judson, 24, was shot by Yamhill County sheriff's deputy Richard Broyles following a traffic stop for expired tags in McMinnville, Oregon, on July 1, 2015. Judson ran from a vehicle and Broyles pursued him, firing a Taser whose probes did not make an effective connection. According to a district attorney report later examined by APM Reports, Judson entered the deputy's patrol car and shifted it into gear. Broyles fired his handgun, killing Judson. Surveillance footage reportedly showed Broyles narrowly escaping being dragged by the vehicle. Judson was unarmed; the sequence raises questions about the use of deadly force after a failed Taser attempt, distinct from the deputy's asserted concern about the moving car.
