What happened
Quandavier Hicks, 22, was shot and killed by Cincinnati police on June 9, 2015, inside an apartment building in the Northside neighborhood. Officers Doris Scott and Justin Moore were investigating a menacing complaint when they entered the building and approached Hicks's door. Police said Hicks opened the door holding a rifle; an officer grabbed the barrel and the other fired the fatal shot. Hicks's family questioned whether the officers entered lawfully and sued, alleging unconstitutional entry and excessive force. A federal appeals court revived the family's unlawful-entry claims while upholding immunity rulings on some other claims. As of reporting in June 2025, family members continued pursuing the civil case. The officers were not criminally charged. The legal distinction between an allegedly unlawful entry and an excessive-force claim matters to understanding this case.
