What happened
On April 25, 2015, NYPD detectives Harold Carter and Vicente Matias went to a supportive-housing building in Manhattan looking to speak with 24-year-old David Felix about a reported robbery. Felix lived in a facility serving people with mental illnesses. The later civil complaint said staff told the detectives he had been diagnosed with schizophrenia. The detectives pursued Felix from his apartment toward the lobby; during an ensuing physical encounter, Detective Carter shot him in the chest, and he died. Litigation filed by his family challenged the officers' actions and their handling of a person experiencing mental-health difficulties, including whether applicable NYPD procedures were followed. The civil complaint's allegations should be attributed to the plaintiffs; they are not interchangeable with findings reached by a court.
