What happened
Chicago police reported hearing gunshots near 74th Street and Merrill Avenue in South Shore before pursuing a vehicle. During the ensuing encounter, officers shot Jeffrey Kemp Jr. Police initially asserted Kemp pointed a gun at them. A later civil claim, documented in a Chicago Reporter database of misconduct settlements, alleged that officers chased Kemp through an alley and shot him in the back. Those are distinct accounts and neither should be silently substituted for the other. The Chicago Reporter records a $37,500 settlement in a case associated with officer Brendan Bruno and Kemp's death. A settlement does not by itself constitute an admission of wrongdoing, but it is a materially important development absent from a bare police shooting index.
Investigation & findings
The Independent Police Review Authority initially investigated; Chicago Reporter lists a $37,500 settlement associated with the Kemp civil claim. Specific admissions or final discipline not independently verified.
