What happened
A Baltimore police officer was flagged down on McHenry Street on January 24, 2015 after people reported a disturbance involving a man allegedly threatening others with a knife near a toddler's birthday celebration. The officer encountered Darin Hutchins, 26. Police said Hutchins had a knife and refused repeated commands to drop it; an officer shot him in the chest. Hutchins died from the shooting. News coverage reported the police account and a subsequent investigation but did not independently resolve how close Hutchins was to others when the gun was fired or whether other de-escalation options were available. His life ended during what began as a call for assistance at a residential gathering, leaving a need for a full public accounting of the officer's decision to use deadly force.
