What happened
Scottsdale police were investigating alleged use of stolen credit-card numbers at a Safeway shopping center in January 2015. Officers approached or surrounded a vehicle connected to four people suspected of fraud. Police said Dewayne Carr attempted to drive into officers or their cars while leaving the lot, and officers opened fire. Carr was hit in the chest and later died, reportedly on January 20. Authorities discussed his criminal history in coverage of the shooting, but prior offenses cannot by themselves establish whether lethal force was necessary during this particular encounter. Other people faced fraud-related charges. The initial published account principally reflects police assertions about the vehicle's movement. This case needs the officer shooting reports, any witness accounts and final investigative records before those assertions can be treated as independently resolved.
Investigation & findings
FOX 10/AP reported Carr's death after the January shooting and described the allegations made by police. A final independent charging or civil disposition was not located in this pass.
