What happened

Police narcotics officers followed Ramarley Graham after claiming to believe he was carrying a gun. Video evidence showed him walking toward his home on February 2, 2012. Officer Richard Haste pursued him and entered the building; officers later forced the door to the family's apartment where Graham's grandmother and younger brother were present. Haste encountered Graham in the hallway and bathroom and fired a fatal shot. Police found no gun. Graham's mother Constance Malcolm and other relatives questioned the warrantless entry and the officer's decision to chase him into the family's home. Vigils and sustained advocacy followed, calling for both criminal and departmental accountability.

Investigation & findings

A first manslaughter indictment was dismissed and a second grand jury did not indict. In 2015 New York City reached a reported $3.9 million wrongful-death settlement. Federal prosecutors declined criminal civil-rights charges in 2016; an NYPD disciplinary proceeding later considered tactical violations.
