What happened

Portland officers responded on January 29, 2010 to a welfare call involving Aaron Campbell, who was distraught over his brother's recent death. After extended police deployment outside an apartment, Campbell exited the building. Officers ordered him to show his hands; they were on or near his head in accounts of the encounter. Another officer fired repeated beanbag rounds at Campbell as he moved away. Officer Ronald Frashour then fired a rifle shot that killed him. Campbell was unarmed. Testimony conflicted about whether he reached toward his waistband while moving. The family and advocates questioned the escalation from a mental-health emergency to lethal force and argued that officers had failed to protect someone in distress.

Investigation & findings

Portland terminated Frashour following its internal review. An arbitrator ordered reinstatement, and appellate litigation addressed that decision. The Oregon appellate ruling lays out the disputed evidence and the procedural history.
