What happened
Denzil Dowell's family disputed the law-enforcement description of his shooting and called on the newly formed Black Panther Party to investigate. The inaugural issue of the Black Panther Community News Service featured his death, asking why he was killed. FBI files recorded that a coroner's inquest found the deputy's killing justified, while Black Panther accounts challenged the circumstances. His death helped galvanize community observation of police operations in the East Bay.
Investigation & findings
A 1967 coroner's inquest ruled the shooting justifiable; the family's and Panthers' objections and advocacy should be presented separately from that official ruling.
